CHANCELLOR George Osborne plans to raise up to Pounds 500 million a year by slapping VAT on cosmetic surgery.
The move - already being dubbed a 'boob tax' by the cosmetics industry - would send the cost of operations such as breast enlargements, facelifts, tummy tucks and liposuction soaring by 20 per cent. Until now, VAT has been charged only on minor treatments including Botox injections and chemical peels carried out in High Street beauty salons. But new guidelines drawn up by HM Revenue & Customs officials and sent to plastic surgeons will mean that doctors performing more invasive procedures will have to register for VAT and pass the charge on to their patients.

BleaCHeD BROWS. this is one of the stranger trends for autumn/ Winter 2010. Why, oh, why have many of the a/W haute couture shows featured models with bleached eyebrows? Seen on the catwalks of Givenchy, Bottega Veneta, Prada and armani, brows were stripped of colour -- bleached two shades lighter than their natural shade for dramatic effect. if this 'beauty' trick can make some of the world's most beautiful women look like extras from i Robot, then it's best avoided by us mere mortals. Brown hair and white eyebrows is not an image that will garner you many compliments, i would imagine!

I THINK it is unacceptable animal testing still takes place for cosmetics and that a 2013 deadline to ban the import and sale of cosmetics tested on animals may be delayed.
Almost all types of animal testing for cosmetics have been banned but three types were allowed until 2013 for imports because available alternatives have not been taken up by the cosmetics industry outside Europe. There is now pressure the 2013 deadline to be extended.

Independent on Sunday NAILS Inc, the nail manicure and cosmetics business founded by former fashion journalist Thea Green, is heading to America. Ms Green, who received an MBE for her work in the beauty industry earlier this month, has teamed up with LVMH-owned Sephora, which sells branded beauty products and fragrances.

THERE aren't many cosmetics gurus who show you round their art collection before talking about mascara. But Terry de Gunzburg is rather special. She's the French-born, London-based make-up artist who invented the "magic wand", Touche Eclat, for Yves Saint Laurent in 1992. The lightreflecting concealer became an overnight sensation -- and changed the industry for ever. "Back then no one had skincare in a click pen, now I'm very happy to have inspired all the other models," she laughs.
She has made up famous faces from Charlotte Rampling to Isabelle Adjani, and worked with photographers Guy Bourdin, Helmut Newton, Sarah Moon, David Bailey and Cecil Beaton. She was Saint Laurent's right-hand director of make-up for 16 years. More recently she set up her own cult make-up line, By Terry.
