CURIOUSLY, the decision of Kosovo to declare independence from Serbia has come and gone without sparking much of a debate in Scotland regarding the implications for our own constitutional future. Truth, they say, is the first casualty in war and nowhere was this more true than in the various interventions by the Western powers in former Yugoslavia. The demonisation of Serbia was very effective. Any sympathy with the Serbian position is swimming against the tide of received opinion.
