For Graef the Gypsy palace is a public building, not in the sense that it is open to everybody, but in contrast to the European model of the nuclear family's private house; "private" in the Roma context is an "unacceptable concept for the self-identification of the individual" (p. 125). [...] there remain some unanswered questions, such as "Why have the Gypsy palaces become so prominent while no architect has ever reflected on the architectural language of the Kalderash tends or the Roma caravans?", and "Are tents and caravans not to be considered as architectural expressions of a lifestyle and, if so, who defines that?" Further, tents and caravans shape(d) everyday life and public spaces all over Europe without, however, being noticed as a cultural contribution to cities and places.

Owing to political confrontation between the two sides of the Taiwan Strait beginning in 1949 and the resultant ban on direct navigation, Hong Kong became the primary third place for the conduct of sea transportation involving Taiwan and Mainland China. But with Hong Kong's return to Chinese sovereignty in 1997, Taiwan began to establish an offshore shipping center at Kaohsiung Harbour as a transshipment hub for seaborne cargo between the two sides. Meanwhile, Mainland China opened Xiamen and Fuzhou as harbours for navigation to and from the offshore shipping center. However, because of differences in the direct navigation policies adopted by the governments on Taiwan and the Mainland China, foreign shipping companies have had difficulty entering the emerging sea transportation market. ...

Capitation payment - or any payment featuring supply-side cost sharing (Ellis and McGuire, 1990) - gives health plans and providers the incentive to manipulate their offerings to deter the sick and attract the healthy. This behavior is variously known as risk selection, plan manipulation, cream skimming, or cherry picking (Newhouse, 1996; Cutler and Zeckhauser, 1998, 2000). When health plans compete to avoid the sick rather than provide quality care, the most vulnerable patients may experience access problems, and all patients suffer from the selection-motivated distortions in quality. Selection may also prevent individuals from being able to buy insurance against becoming a bad risk in the future (Newhouse, 1996; Feldman and Dowd, 2000). Selection thus poses problems of both efficienc...

Leaders need to model the kind of communication that they view as critical to the success of their organization. The Center for Advanced Emotional Intelligence's (AEI) model of effective leadership connects the five critical elements required for a company's sustainable high performance: personality, leadership, collaboration, culture, and commitment. The model is summarized as follows: 1. removing barriers to self-knowledge and authenticity, 2. developing an authentic leadership style and applying it for effective decision-making, 3. communicating to create unity without consensus, 4. helping the leader create an environment that enhances openness, candor and dissent as essential characteristics of communication, and 5. committing to a Level 5 environment for sustainably good results. ...
