The Secretary of State, in exercise of the powers conferred by—

(a)

sections 32(9), 33(4), 43(7), 44(4) and 113(2) of the Local Government Finance Act 1992(1), and

(b)

sections 86(5), 88(8), 89(9) and 420(1) of the Greater London Authority Act 1999(2),

makes the following Regulations:
