The Secretary of State for Health, in exercise of the powers conferred on him by sections 16(1)(d) and (f) and (3), 19(1)(b), 26(2)(a) and (d) and (3), 45(1) and 48(1)(b) and (c) of, and paragraph 5(3) of Schedule 1 to, the Food Safety Act 1990[1], and in exercise of all other powers enabling him in that behalf, it appearing to him to be necessary or expedient to make these Regulations for the purpose of securing that food complies with food safe...
