The Secretary of State, in exercise of the powers conferred on him by sections 7(1), (2), (4)(a) and (b), (5) and (6), 9(3) and (4) and 23(1) of the Local Government, Planning and Land Act 1980[1] (and all other powers enabling him in that behalf, hereby makes the following Regulations:
