Summary
THE more civilian death and destruction we wreak in Afghanistan, the more volunteers will join the Taliban, who know that they have time and the body-bag count on their side. We are told that there are not enough troops to control the estimated 80per cent of the country in which the Taliban have a permanent presence (last year 72per cent, compared with 54per cent in 2007).
Current Nato tactics would have been unthinkable in Northern Ireland. We must change our tactics from "advance to contact" patrols for engaging dissidents to some less lethal yet more productive activity.See the full content of this document
