THE process of switching from the current range of farm subsidies to the new era when support is decoupled from production under the reforms of the Common Agricultural Policy was never going to be straightforward, as many farmers are now discovering.

The new single farm payment is based on the average level of support received by farming businesses in the years of 2000-02. However, many farmers reckon that their eligibility for single farm payment may be subject to what NFU Scotland describe as "exceptional circumstances," such as taking on extra land during the 2000-02 period.
