An Act to provide for the reorganisation and improvement of the fire services of Great Britain, and for purposes connected with the matters aforesaid.

Be it enacted by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—
1 Power to provide by regulations for co-ordination and unification of fire services.
(1) The Secretary of State may make regulations providing for the co-ordination, for the period of the present emergency, of all or any of the fire services provided by local authorities or for the unification, in whole or in part, of all or any of those services for that period, whether under his control or otherwise, and for any other matters which appear to him to be necessary or expedient to be provided for with a view to improving the arrangements for fighting fires, and such regulations may in particular, (but without prejudice to the generality of the foregoing words,) make provision for all or any of the matters set out in the Schedule to this Act.
(2) Regulations made under subsection (1) of this section with the consent of the Treasury may require payments to be made to or by any local authority by or to the Secretary of State or any other local authority, and may make provision as to the compensation, if any, to be paid for the use of any property of a local authority by or on behalf of the Crown or any other local authority, and for the withholding of the whole or any part of any grant which would otherwise be payable by the Crown to any local authority, if the Secretary of State is satisfied that that authority have failed to perform, or properly to perform, any duty (whether general or particular) imposed upon them under this Act or imposed upon them, otherwise than under this Act, in connection with the fighting of fires or the making of provision for facilitating the fighting thereof.
(3) Any regulations made under this Act shall, subject to the provisions of the next succeeding section, have effect notwithstanding anything in any enactment or in any instrument having effect by virtue of any enactment, including any enactment in a local Act, and may, so far as appears to the Secretary of State to be necessary or expedient for the purposes of the regulations, amend or suspend the operation of any enactment, and apply any enactment with or without modification.
