In exercise of the powers conferred upon me by section 1 of the Agricultural Improvement Grants Act 1959(a) and by section 36 of the Agriculture Act 1967(b) as applied by section 41(7) of that Act (to the extent that all those sections continue in force by virtue of section 29(7) of the Agriculture Act 1970(c) and the Farm Capital Grant (Repeal of Enactments) (Savings) Order 1970(d)), and of all other powers enabling me in that behalf, and with the consent of the Treasury in accordance with section 1(3) of the said Act of 1959, I hereby make the following regulations:—
Citation, extent, commencement and interpretation
1.—(1) These regulations, which may be cited as the Agricultural Drainage (Standard Costs) (Scotland) Amendment Regulations 1971, shall apply to Scotland only and shall come into operation on 15th February 1971.
(2) The Interpretation Act 1889(e) shall apply for the interpretation of these regulations as it applies for the interpretation of an Act of Parliament.
Amendment of the principal regulations
2. Regulation 3 of the Agricultural Drainage (Standard Costs) (Scotland) Regulations 1968(f) shall be amended by inserting therein immediately after the words "any approved work" the words "not being work carried out in
(a) 1959 c. 31.
(b) 1967 c. 22.
(c) 1970 c. 40.

(e) 1889 c. 63.
(f) S.I. 1968/71 (1968 I, p. 177).
accordance with a written authority to commence such work given by the Secretary of State on or after 15th February 1971."

The Agricultural Drainage (Standard Costs) (Scotland) Regulations 1968 provide that where a person eligible for grant in respect of the drainage of agricultural land under section 16 of the Agriculture Act 1937 or for a grant under the Hill Land Improvement (Scotland) Scheme 1967 by way of supplement to such a grant under the said section 16, so elects, the cost of specified cases...
