and
the

here depict
situations
which
have
a
relevance for

The concept of sustainable development requires a different approach to the appraisal of
agricultural projects. The introduction of a new sustainability criterion creates complex policy
problems, including the definition of sustainable levels
of
resource use in agriculture, trade-offs
between environmental and income objectives and differences in the perspectives
of
farmers
and decision-makers. Multicriteria analysis (MCA) is shown to be a potentially useful analytical
tool in sustainability-oriented project appraisal. Outcomes of cost-benefit analysis (CBA) may
be used as an input to MCA.

THE IMPACT OF ENVIRONMENTAL POLICIES ON AGRICULTURAL TRADE

In recent years much prominence has been given to environmental issues and to the interrela-
tionships between environmental and economic policies. At the same time, concern has also
been expressed over the potential tradeoffs between environmental policies and trade policies
in
so
far as the former can be used as protectionist devices. The paper presents some empirical
evidence
of
the impact of environmental policies on agricultural trade for

agricultural
commodities. It is concluded that trade for the most polluting commodities has been altered
from what is predicted by the Heckscher-Ohlin
(H-0)
theorem of comparative advantage.

ADJUSTMENT POLICY AND AGRICULTURAL DEVELOPMENT

This paper surveys the main relations between adjustment policy and agricultural performance
during the
1980s
with special focus on African countries. Firstly it shows why adjustment
may favour agricultural development. Then it considers why the implementation
of
the main
policy measures may not lead to the expected results. Special attention is given to the exchange
rate policy (strong currency depreciation is often associated with a decline in real producer
prices), trade liberalization (and the conditions
of
an efficient producer price stabilization)
