Evaluation Journal of Australasia, Vol. 5 (new series), No. 1
42
The annual conference of the Australasian
Evaluation Society for 2004 was held in Adelaide
in October. Under the able leadership of Susan
Dawe, pictured left, the event offered a blend
of workshops, paper and panel sessions and
opportunities for networking, and entertainment
which began at the welcome reception.
An additional important function associated with
the conference is the presentation of Fellowships
to distinguished evaluators, and Awards to those
who were successful in categories which have
been struck by the Society
.

FELLOWS
During the course of the conference
dinner two Fellows were inducted: Jerome
Winston and Ralph Straton.
Dr Jerome Winston
Jerome Winston has been an active
member of the AES from its inception.
He was one of the fi rst to become aware
of ethical issues and chaired the fi rst AES
Ethics Committee (1989). The impetus
from that committee later became the basis
of the AES’s revision of its aims to include
ethical codes. Jerry was the initial AES
newsletter compiler; and besides being the
initial chair of the Ethics and Standards
Committee was a subsequent member and
contributor.
Jerry helped to develop one of the fi rst
evaluation training kits in 1985–86, for
the Commonwealth Rehabilitation Service.
He taught about Goal Attainment Scaling
in 1985 which led to the ongoing use and
development of the technique in Australia.
He established the fi rst Australian
Evaluation Newsletter 1977–1984,
which was the vehicle for the sharing
of knowledge and networking about
evaluation practice before the AES was
formed in 1986.
He also encouraged AES members to
attend the 1995 international evaluation
meeting in Vancouver; had several periods
as regional representative on the Board,
and is the holder of an ET&S Award.
His prominence in teaching,
including the establishment of the
Program for Public Sector Evaluation
at RMIT University and many invited
presentations at conferences, in research
as demonstrated by journal articles, and
in practice through consultancies and
projects. In addition, Jerry has played
a role in mentoring several prominent
evaluators in Australasia and in relation
to the teaching and research programs
that those evaluators undertake.
Jerry has been the driving force from
Australasia behind the facilitation of
the Malaysian Evaluation Society, and
has continued his liaisons with other
international associations.
Associate Professor Ralph Straton
Ralph Straton has been a stalwart of
evaluation practice and of the AES. He
developed the fi rst postgraduate course in
evaluation in Australia at the University
of Sydney in 1974 as part of the Masters
degree courses run by the Education
Faculty. In 1978 he established the
Institute for Social Programme Evaluation
at Murdoch University.
After the 1973 Karmel Report, Ralph
chaired one of the National Evaluation
Committees, which explored and evaluated
the wider implications of innovations on
educational practice. Ralph also played a
key role in the national evaluation processes
of the Innovations Program of the Schools
Commission, which fosterd self-evaluation
with the assistance of evaluation mentors/
facilitators in the mid- to late 70s.
