of good weather conditions, increased cultivation, cessation of counter-
narcoticsactions andthenation'sinaccessibilitytointernationalinfluence.
Opiumproduction in Burma increased from 1280metrictons in 1988 to
2625
metric tons in
1989.
Burma also suspended all narcotics control
programmes in
1989,
giving free rein to drug traffickers and further
complicating heroincontrolprogrammes inThailand. Excellentgrowing
conditions lastyearalso increased opiumproduction to an estimated375
metrictons in Laos and 50 tons in Thailand.
Thisover-supply makesthe heroin
problem
in the GoldenTriangle
simplyintractable. Hugequantities of opiumare being
warehoused.
As
a result,even
when
somebig drug ringsare bust,it does not diminish the
flowof
heroin.
Abundant
supply
will push prices down,and once that
happens
a real
heroin
epidemic could
spread.

APPROACH TO THE
RESOLUTION OF RACIAL
ISSUES IN THE UNITED STATES
Twodecades aftertheCivilRightsmovementandAffirmative
Action,
the
criminal justice systemfaces the prime question: Is the criminal justice
system
discriminatory? Blacks charge that the criminaljustice system
and,inparticularthepoliceintheUnitedS
tates,
isracistandrepresents the
forces
of a white world
(Reiman,
1990;
Baldwin,
1979;
Skolnick and
Grey,
1975).
Theymaintain thatinspiteofthechangesinthe
[legal]
status
of blacks effected by [constitutional amendments and congressional]
legislation, most blacks are mistreated by the police
(Dykes,
1982).
Although
individual actsof discrimination andthemaltreatmentofblacks
andotherminorities in the criminaljusticesystem havebeen prohibited,
there remain more subtle institutional
forms
of
racism,
discriminating
againstblacksin theprocessofthecrirninaljustice
system.
Somefurther
allege
that
police
departments
aresoinfested with
racism
and
discrimination
that blacks are outside the protection of the law
(Jones,
1978).
Many
blacksbelieve that "justice" in the eyes of white policemen amounts to
