Beyond Quotas: Strategies to Promote Gender Equality in Elected Off‌ice
Mona Lena Krook and Pippa Norris
Raising levels of female participation at the highest levels of formal politics has been a
growing concern around the globe. In the process, much attention has been directed
towards the enactment and implementation of quotas, either at the level of representative
institutions or within political parties. In this paper, Mona Lena Krook and Pippa Norris
re-direct our attention towards all the other ways in which women’s participation has been
encouraged. This wider view reveals a range of under-considered policy initiatives and
opportunities through which women’s political participation may be increased and
enhanced.
