Greater central co-ordination of efforts to develop the regions
is
necessary if they are to succeed in their task.
If
this were forthcoming
it might be possible for the regions
to
state rather more clearly what
objectives they hope to achieve in the next five
or
ten years and to
feel more confident that they have the means at hand to attain them.
Only
when this is feasible can programmes give way to plans.
