Despite advances
made
in
the
development of international instruments
such
as
the
United
Nations
Declaration
on
the
Elimination
of
Violence
Against
Women
and
the
Inter-American
Convention
for
the
Prevention,
Punishment
and
Eradi-
cation
of
Violence
Against
Women,
violence
against
women,
and
domestic
violence
in
specific, remains a
human
rights
issue
of staggering proportions.
In
order
to
address
the
plight of
victimised
women,
the
study
of Shrader
and
Sagot
(2000)
provides a validated
research
protocol that
was
developed
and
applied
in
Central America
and
in
the
Andean
region,
but
could
also
be
equally
well
adapted
to
other regions of
the
world.
Exploring
macro
and
micro
links
between interper-
sonal
violence
and
violence
in
broader
society,
such
a protocol
could
be
well
utilised
as
a complementary
study
to
quantitative
research
on
the
phenomenon
of
domestic
violence.
This
is
especially
so
within
the
context of
the
developing
world
that
is
often
characterised
by
political
instability,
collective victimisation,
and,
moreover,
a disregard
for
the
psycho-socio
and
economic
rights of
women.
The
protocol
is
a situation
analysis
of
domestic
violence
(physical,
sexual,
psychological
and
economic),
and
examines
the
critical
path
followed
by
women
in
'breaking
the
silence'.
Through
participatory observation,
focus
group
and
in-depth interviews
with
women
(15
years
and
older),
community
members
and
service providers,
it
traced
the
logical
sequence
of
the
multiple
itineraries
fol-
lowed
throughout a violent relationship
and
reflects
the
steps
taken
before
and
after,
as
well
as
the
catalytic,
inhibiting,
facilitating
and
impeding
factors
in-
fluencing
this
process. After
an
incident of
domestic
violence,
the
validated
protocol
could,
therefore,
also
be
developed
as
a
rapid
assessment
tool
for
health
workers.
With
its
emphasis
on
community
participation,
it
would
pave
the
way
for
the
empowerment of
victims
of
domestic
violence.
The
work
of Shrader
and
Sagot
is
very
instructive
in
presenting a conceptual
framework
for
addressing
domestic
violence
as
a
human
rights
issue
in
Latin
America,
and
clearly describes
the
qualitative
research
procedures
and
tech-
niques utilised
in
the
development of
the
protocol.
It
is
an
inspiration
to
develop
real solutions, bridging
the
gap
between
policy,
research
and
practice.
