two

a
’World
Foundation’,
having
as
its
object
nothing
less
than
&dquo;to
lead
and
guide
the
public
opinion
of the
world&dquo;.
With
World
War
II
impending
this
bold
enterprise,
alas,
never
got
off
the
ground.
The
book
ends
with
a
rather
pathetic
invocation
of
this
Patria
Patriarum
-
which
was
indeed
worthy
of
Don
Quixote
himself
in
face
of
the
harsh
realities
of
the
world
we
live
in.
.
To
the
conventional
and
orthodox
such
a
personality
and
career
as
that
of
Madariaga
is
utterly
baffling;
but
to
those
of
us
who
prize
superb
conjuring

ideas
and
words
his
will
remain
for
all
time ...
a
name
to
conjure
with!

It
is
mow
more
widely
recognized
that
the
natural
resources
of
this
world
are
not
infinite
and
our
exploitation
of
them
should
be
carried
out
bearing
in
mind
not
only
short-term
economic
considerations,
but
also
the
long-term
effects
of
the
depletion
of
these
resources
and
the
environ-
mental
damage
it
causes,
with
the
possibility
of
unthought-of
environ-
mental
consequences
in
future
years.
The
sea-bed
and
subsoil
are
the
most
recent
areas
for
commercial
exploitation,
with
their
vast
quantity
of
as
yet
untapped
mineral
resources
and
their
living
resources.
Our
knowledge
in
this
field
is
still
in
its
infancy
and
it
is
vital
that
this
fact
is
recognized
so
that
sufficient
time
and
money
can
be
expended
on
the
necessary
research
at
the
start
of
any
new
development.
The
object
of
the
five-day
Conference
on
North
Sea
Science
organised
by
the
NATO
Science
Committee
at
Aviemore,
on
November
15-20
1971,
was
primarily
to
investigate
how
long
the
use
of
the
North
Sea
as
resource
and
receptacle
can
continue.
The
subjects
covered
included
Productivity
of
the
North
Sea,
Living
Resources,
Sediment
Transportation
and
Dis-
tribution,
Currents
and
Water
Masses,
Climatology,
Industrial
Uses,
Effects
of
Dumped
Solid
Wastes
on
Marine
Life
and
Fisheries,
Nutrients
and
Metals
in
the
North
Sea,
Sand
and
Gravel
Demands,
and
Oil
and
Gas
Resources.
The
papers
presented
were
by
acknowledged
experts
in
the
fields
of
oceanography,
meteorology,
chemistry,
physics,
biology
and
geology.
The
principal
conclusion
of
the
Conference
was
the
necessity
for
further
re-
search
into
nearly
all
the
topics
covered.
It
is
accepted
that
a
certain
amount
of
modification
to
the
ecosystem
is
inevitable,
but
in
order
to
determine
the
level
at
which
this
modification
ceases
to
become
acceptable
it
is
of
the
utmost
importance
that
we
increase
our
knowledge
of
the
basic
factors.
This
book
contains
many
graphs,
charts
and
illustrations,
several
extensive
bibliographies
and
an
Index.
It
is
a
most
useful
contribution
to
a
subject
of
growing
current
concern.

This
book
is
one
of
the
series
of
Praeger
Special
Studies
on
inter-
national
politics
and
government,.
In
his
Introduction
the
author
asserts
that
&dquo;Marine
pollution
is
an
international
political
problem
of
the
highest
magnitude
but
the
least
visibility.
It
affects
the
health,
food
resources
and
potential
uses
of
the
ocean
for
all
parts
of the world.
It
is
a
global
problem
interlocked
with
many
of
the
great
economic,
political
and
legal
issues
now
before
the
international
community
and
serves
as
an
indicator
of
man’s
ability
to
adapt
political
institutions
to
technological
change ...
Because
it
has
not
yet
received
comprehensive
high-level
international
attention
marine
pollution
is
one
of
the
most
complex
and
least
understood
problems
of
the
twentieth
century&dquo;.
In
this study
it
is
&dquo;isolated
and
identified
as
a
distinct
issue
in
international
politics ...
in
order
to
clarify
the
urgency
’of
the
problem’
and
re-emphasize
the
desirability
of
its
solution&dquo;
...
a
desirability
underlined
by
the
recent
oil
pillages
off
the
coast
of
S.
America
and
in
Bantry
Bay.
