An Act for more effectually assessing and collecting
the Poor Rate and all other Rates and Assess-
ments in the Parish of Epsom in the County of
Surrey, and for the better Management of the
Business and Affairs of the said Parish; and for
other Purposes relating thereto.

HEREAS the Parish of Epsom in the County of Surrey is
large and populous, and the Poor belonging thereto are
numerous, and supported at a great Expense, and the
Laws now in force for assessing, collecting, and levying Monies for
the Relief of the Poor and other Purposes in the said Parish are
found to be inconvenient and ineffectual, and the several Rates
and Assessments made in the said Parish are in many Cases evaded
and rendered unproductive; and there are within the said Parish
divers small Tenements which are either let to occasional Occupiers
or in separate Apartments, or to Persons who quit their Residences,
or become insolvent, and the Rates imposed thereon for the Relief
of the Poor and for other Purposes cannot be collected, by means
whereof the Owners and Occupiers of other Property in the said,
