1. INTRODUCTION
e history of the term “cartel” in Russian legislation as it denes the horizontal
agreement between competitors dates f rom 5December 2011, namely the date the so
called “ ird Antimonopoly Pac kage”1 consisting of several laws, amend ing the set of
competition and crimi nal laws, was signed into law by the Russian President. Does
