forty-third
session
at
Brussels
on

The
Committee
adopted
the
agenda
and
asp-
proved
the
minutes
of
the
forty-second
session.
It
then
received
the
Director
General’s
report
on
the
activities
of
the
Working
Groups,
travel
abroad
and
representation
of
IIAS,
and
rela-
tions
with
other
international
organizations.
It
ratified
the
individual
membership
of
Pro-
fessor
Mukoka
Nsenda,
of
the
Chair
of
Ad-
ministrative
Sciences,
Department
of
Political
and
Administrative
Sciences,
National
Univer-
sity
of
Zaire,
Lubumbashi
Campus,
and
that
of
Zaire
as
a
Member
State
which
would
be-
come
official
on payment
of
its
statutory
con-
tribution.
The
Chairmen
of
the
operational
Standing
Committees
and
the
Finance
Committee
pre-
sented
their
activity
reports.
The
Committee
also
received
a
note
from
the
Chairman
of
the
Editorial
Committee
of
the
Review,
which
dealt
mainly
with
the
fiftieth
anniversary
of
the
Review
in
1978,
and
the
preparation
of
a
special
number.
The
President
and
the
Director
General
were
authorized
to
form
a
committee
of
honour.
The
Committee
examined
and
approved
the
Accounts
for
1976
and
the
Provisional
Budget
for
1977.
The
Treasurer
and
the
Chairman
of
the
Finance
Committee
drew
attention
to
the
dwindling
of
the
Institute’s
reserve
funds
in
relation
to
the
expenditure,
not
only
in
actual
figures
but
above
all
in
real
value.
The
Com-
mittee
set
up
a
small
Committee
to
prepare
proposals
for
the
revision
of
the
system
of
contributions
and
subscriptions
so
that
the
Council
of
Administration
might
take
a
deci-
sion
at
the
Council’s
session
at
Abidjan
in
September
1977.
In
view
of
certain
duties
he
would
soon
have
to
perform,
Mr.
Stassen
informed
the
Com-
mittee
of
his
intention
to
resign
from
the
director
generalship
not
later
than
one
year
after
the
Abidjan
Congress.
The
Executive
Committee
set
up . a
small
Committee
for
the
purpose
of
making
a
choice
between
the
avail-
able
possibilities
and
putting
forward
a
re-
commendation.
The
Committee
decided
on
the
list
of
can-
didates
to
be
proposed
to
the
Council
of
Ad-
ministration,
in
accordance
with
Article
29
of the
Statutes,
for
the
1977
election.
With
regard
to
the
preparation
of
the
Abid-
jan
Congress,
the
Committee
approved
the
re-
placement
of
Mr..Frederick
Mosher
(United
States)
by
Mr.
Edward
Gallas
(United
States)
as
General
Rapporteur
for
subject
2.
It
noted
with
regret
that
the
number
of
reports
which
had
so
far
been
received
from
the
National
Sections
was
very
small
and
indicated
,a
lack
of
vitality
in
certain
Sections.
The
Committee
heard
the
Director
General’s
statement
on
the
joint
arrangements
made
with
the
Abidjan
Or-
ganizing
Committee
concerning
practical
pre-
parations
for the
Congress
and
fixed
the
amount
of
the
registration
fees
to
be
paid
by
par-
ticipants.
Since
the
1980
Congress
would
coincide
with
the
Institute’s
fiftieth
anniversary
and
the
sub-
jects
would
be
chosen
by
the
Council
of
Ad-
ministration,
the
small
Committee
provided
for
by
rule
6
of
the
Rules
of
Procedure
for
Con-
gresses
and
Round
Tables
was
instructed
to
determine
the
method
of
work
and
the
general
theme.
The
Committee
reaffirmed
the
rule
that
all
publications
resulting
from
the
work
of
IIAS
and
its
committees
or
groups,
or
published
with
their
cooperation,
should
be
in
the
Insti-
tute’s
two
official
languages,
English
and
French.
That
rule
might
only
be
waived
by
