EL(96)2 Consultation Document: Patient’s
charter and mental health services. Applies the
rights and standards in the Patient’s Charter to people
using NHS adult mental health services. Consultation
will have been completed by 26 April 1996.

health) requires local authorities to have had their
own charters in place by 1 April 1996.]
HSG(96)3 Approval of Doctors Under Section
12 of the Mental Health Act, 1983. Following the
abolishment of RHAs in April 1996, approval of
medical practitioners under section 12(2) will be
delegated to Health Authorities.
HSG(96)5 The Spectrum of Care. A summary of
comprehensive local services for people with mental
health problems, including 24-hour nursed beds for
people with severe and enduring mental illness.

The report provides an analysis of NHSE’s regional
director’s overview reports and sets out:
The success factors which appear to be associated
with the effective commissioning of mental
health services.
Those areas where there is a need to make
improvements.
A list of health authorities categorised by the
relative pace by which their plans will ensure
the delivery of comprehensive services.
The creation of a new Mental Health Challenge
Fund will make available a sum of £20m for new
service development. The fund will work in
tandem with the MISG target fund (see below).
An additional £11m, through the Mental Illness
Specific Grant, commanding an additional £2m
contribution from local authorities will be available
in 1996/97, a further increase of £9m is planned for
1997/98.
