Statute Law Society
At a point in the
Raitao which
has been used
to make mention
of
the
activities of
the Statute Law Society it
is
appropriate to refer
to
two activities of the Society
which have a special bearing on the flow of contributions to the pages of
the
RtvUw.
The first of these activities was the Conference on Legislation which the
Society, by arrangement with die British Institute of International and Com-
parative Law, held in die Institute of Advanced Legal Studies in London on
October 31, 1981 (and dierefbre liable to be referred to as "die Hallowe'en
conference"). Presided over by Sir George
Baker,
die Society's chairman, some
70 participants heard four addresses. Of diese two—that by Lord Renton on
interpretation of statutes, and th»t by Mr. Graham Sneath on statutory
presumptions—appear in
dris
issue of die
Rtmtw.
The
other two
addresses were
given by
Mrs.
Justice Booth on child custody legislation, and by Mr. Justice
Vinelott on die interpretation of fiscal legislation, and
are
planned
for
publica-
tion in die Rantafs next
issue.
So
anyone
with an
interest in legislation
who
was
tantalised by die preliminary publicity for die conference but was unable to
attend will be able
to
put
in
a notional retrospective appearance by reading die
printed versions of die papers.
The second relevant occasion was the Society's Annual General Meeting,
which was held in die Queen's Room, Middle Temple Hall, on March 25,
1982.
The guest speaker was Mr. Justice Warner and his tiieme was
"European Legislation: The View from Luxembourg." Since it is planned to
include his text in a future issue of die
Rantm,
the
learned speaker will be in a
similar case to die Society's two preceding guest speakers, Lord Rosldll and
Mr. Michael Nolan Q.C., whose addresses were included in last year's vol-
ume.
Servicing Northern Ireland's Legal System
The tide of diis note is taken from what might appear to be a somewhat
unlikely source—die first annual report of
a
company limited by guarantee.
The explanation lies in die problems of providing legal information in die tiiird
and smallest jurisdiction in die United Kingdom, and in an initiative taken by
the Faculty of Law in Queen's University, Belfast.
Access to die law and information about
it are
perpetual problems
for
lawyer
and layman
alike,
even in those jurisdictions with die most
lawyers
and die best
legal services. But in a small jurisdiction diose problems can be exacerbated.
Publication is geared to die economics of
die
market, which may not always
match die needs of die forum, in which case diere are unmet needs felt by die
judge, die legal practitioner, die law teacher and die law student, die profes-
sional adviser and the social worker, in short die adviser and die advised.
It was to fill this unmet need in Northern Ireland that Professor Colin
Campbell (then Dean of die Faculty of Law in Belfast) proposed die sponsor-
ing of a co-ordinated programme of legal publications, specially prepared in
