Editor’s
Note
The
articles
in
this
issue
address
subjects
which,
while
of
considerable
current
interest,
have
connections
with
a
number
of
previous
articles
in
Cooperation
and
Conflict.
Contributions
by
Jerome
D.
Davis
and
Jan
Braathu
continue
the
dis-
cussion
on
the
role
of
energy
in
interna-
tional
politics
highlighted
in
a
special
issue
last
year
(CoCo
2,/1982).
Harto
Hakovirta
analyses
the
potential
effects
of
the
non-
aligned
movement
on
European
neutral-
ity,
a
question
which
touches
closely
on
one
of
the
central
themes
in
the
history
of
this
journal:
the
role
of small
European
states
in
international
politics.
Finally,
Erik
Noreen’s
article
analyses
the
concept
of
Nordic
Balance,
one
of the
central
con-
cepts
in
Nordic
security
policy
and
a
recurrent
theme
in
Cooperation
and
Conflict.
The
change
of
editor
as
of
this
issue
marks
no
radical
deviation
from
the
tra-
ditions
laid
down
by
previous
editors.
On
the
contrary,
continuity
is
in
many
ways
the
key
word.
The
main
objective
will
continue
to
be
to
portray
Nordic
research
in
the
field
of
international
relations
and
international
research
of
relevance
for
the
foreign
relations
of
the
Nordic
countries
as
adequately
as
possible.
Since
Cooperation
and
Conflict
is
still
in
the
fortunate
position
of
being
able
to
provide
relatively
swift
publication,
it
has
been
able
to
combine
two
somewhat
dif-
ferent
perspectives:
a
solid
foundation
in
academic
research
and
a
certain
emphasis
on
questions
of
current
interest
in
the
international
political
debate.
At
the
same
time,
the
fast
communication
Cooperation
and
Conflict
is
able
to
provide
makes
a
meaningful
dialogue
possible
within
the
realm
of
the
journal.
Thus,
comments
and
responses
on
the
material
published
in
Cooperation
and
Conflict
are
invited
and
encouraged.
Christer
Jönsson,
the
outgoing
editor,
has
done
an
excellent
job
and
set
high
standards
for
the
journal
over
the
past
three
years.
It
is
my
sincere
wish
that
I
can
live
up
to
those
standards.
