ALMOST
three decades this
JOURNAL
has been edited by Mr.
P. B. M. Allan, M.B.E., whose distinguished services to the Police
press are well known. None of these, we believe, has been as fruitful
as the editorial policy which he pursued with such integrity and
vision in the conduct of this essentially professional organ of the
Police.
Whoever turns the pages of his volumes of the
JOURNAL
will find
faithfully reflected in them the evolution of the Police Service during
the years before the Second World War, during the War itself
(when it was particularly difficult to carry on any serious publish-
ing enterprise) and during the time of rapid and radical change
which came after it.
Mr. Allan provided a forum for the discussion of Police
organisation and technique, of the Law as it affects the Service, of
forensic science and criminology, of training and of new literature
of Police interest. He established features which have found endur-
ing favour with our readers. The work of the Police of the Empire
and the Commonwealth, too, always claimed generous space in the
JOURNAL
under his Editorship, thus constituting a link between the
widely dispersed Forces of what is a single great Service.
To maintain the tradition begun in 1928 by our first Editor, the
late Sir John Ghest Cumming, K.c.I.E., and built up with such con-
sistency and devotion by Mr. Allan, is our firm intention for the
future. Changes in the presentation of the
JOURNAL
have been made
in the present issue but our readers may be assured that the policy
the retiring Editor developed and the standards he set will be our
guide in the years to come.
