Abstract
Purpose –The purpose of this study is to investigate the value of cloud computing adoption (CCA) as a proxy for information technology (IT)
flexibility (ITF) and IT effectiveness (ITE) among Small- and medium-sized enterprises (SMEs) in Jordan.
Design/methodology/approach –A research framework with five hypotheses has been developed based on the results of previous studies. Partial
least squares-structural equation modeling has been used for data analysis.
Findings –The results revealed that elements of ITF in two domains, IT technical resource (connectivity, modularityand compatibility) and IT human
resource (IT personnel skills) specific to CCA, were significantly correlated with ITE.
Research limitations/implications –The findings have crucial implications: they contribute to the research community, administrators and cloud
computing providers (CSPs) concerning the framework-improved procedure for CCA. The proposed model can enhance the awareness of service
providers about why some SMEs accept cloud computing services, whereas actually the same ones having the same type of business do not. In
addition, the above providers should enhance their interaction with the SMEs that contributed to the cloud com puting knowledge to make a well-
organized setting for the CCA, specifically, SMEs need that adopt an on-premise private cloud architecture. Moreover, necessary to determine the
challenges in deploying solutions from the perspective of CSPs. The sample has been limited to Jordan respondents.
Practical implications –The research studies about the usage of cloud computing have shown its effects on SMEs today. Also, the different
impacts of cloud computing on other sectors are at the center of attention. SMEs could get significant advantages by carefully considering and
managing CCA from the ITF and ITE perspective.
Originality/value –To the best of the author’s knowledge, this is the first study to develop a framework for CCA based on the standpoint of ITF in
two domains, IT technical resources (connectivity, modularity and compatibility) and IT human resources (IT personnel skills) and effectiveness.

1. Introduction
Cloud computing is transforminghow businesses operate, how
they create products and services for their customers and how
they compete (Sengkhyavong, 2019). Numerous small- and
medium-sized enterprises (SMEs) in Jordan are searching for
improved strategies to strengthen and streamline their
technology infrastructure due to the instability in the economy
(Senyo et al., 2016). Cloud computing presents a new model
for informationtechnology (IT) service delivery, and it typically
involves over-a-network,on-demand, self-service access, which
is dynamically scalable and elastic, using pools of often
virtualized resources (Neicu et al.,2020). Through these
features, cloud computing has the potentialto improve the way
businesses and IT operate by offering fast start-up, flexibility,
scalability and cost-efficiency (Kim et al.,2017). Cloud
computing emerges as a significant form factor for enterprises
and the next. The cloud-managed service market is forecast to
annual growth rate of 17.5%in the USA, as well as Forecast by
2025, 55%–60% of organizations will use external service
providers to establish a new cloud environment (Gartner,
2020). Cloud-computing services can provide myriad
advantages for SMEs. It enables enterprises to focus on their
core business activities, and, thus, productivity is increased
(Abubakar, 2016;Abubakar et al.,2014;Balobaid and
Debnath, 2020).
SMEs typically used on-premises data centers, but the
development of cloud technology has giventhem the option to
host data in the cloud remotely (Sharma et al., 2021).Although
the concept of cloud computing has been around since the
1960s, it has only recently become the foundation of many
businesses (Maziriri and Chivandi, 2020). Given that traditional
infrastructure and software investments would have been
necessary, cloud computing enables businesses to operate at
enhanced capacity or with expanded capabilities without incurring
additional costs (Kaleem and Husain, 2017), or staff training, it
can be inferred that this technological platform may hold several
opportunities for SMEs (Aljabre, 2012). Every country’sSMEs
are a crucial and essential part of it; they form a cornerstone of the
Jordan economy. SMEs served 96.4% of the business firms and
