Introduction
The importance of developing systems of protection for
vulnerable adults was highlighted by government guidance
documents, No Secrets (Department of Health, 2000) in
England and In Safe Hands (National Assembly of Wales,
2000) in Wales. These provided the first broad guidance
on the configuration of policies and procedures. The process
of implementation has been widely reported (Sumner,
2002; Filinson, 2007; McCreadie et al, 2008) as steady, if
locally variable.
Following this guidance, central government policy in the
areas of criminal justice (Home Office, 2000; 2002) and social
