Furious Perry Barr shopkeeper patrolling 18hrs a day to stop 'illegal parkers' outside store

Mr Rees, 52, has run his window and locks business in Birmingham for 35 years, 17 of those at his Walsall Road unit. He said he is fed up of people parking their cars in front of his shop on his private land -and leaving for the day

Because it is private land, the police and council can't get involved as it is a civil matter. But Mr Rees said that has left him in a frustrating limbo and he has erected 'no parking' signs to deter motorists.

He also uses immovable 'parking posts' to block in offending vehicles, with drivers then told they have to pay a £20 fine for release.

"I asked the police and they said it was a civil matter, I asked the parking people and they said it was a civil matter," he said.

The shop boss added demanding the fines from illegal parkers came with risks. "One guy threatened to smash all my windows in of my shop because I put a parking post at the front and rear of him," he said.

"But I needed to do something because everybody that was trying to park knows that the police and council can't do anything. The first guy that started it said, 'What are you fg going to do'

"All across the front of the premises, I stapled 'Parking £20' and my phone number sign . I got them all across the front, but every time I turned my back some one parked and did one."

Mr Rees says he has served fines to seven cars in the last seven days but fears the issue will only get worse.

He said some people have paid the fines, but others have unleashed a torrent of abuse. "I said you either calm down or your car stays there until you pay the fine. They weren't happy paying it, apart from...
