The devastating impacts of climate
change have long been endured
by developing countries in the
Global South. Here extreme
droughts, oods and heatwaves have been
increasingly common. But in recent years –
and 2023 in particular – wealthier nations
began to experience the full impact of
climate change: So erce were the wildres
in Canada that states across the northern US
were shrouded in smoke; in southern Europe
res in Greece caused an exodus of tourists;
New York experienced unprecedented
ooding, and Hawaii suered its most
devastating re in history.
Global temperature records were broken
repeatedly in 2023: the warmest July, the
warmest summer, the warmest September.

and major disasters linked to climate change and finds grounds for
political optimism – just not in the most obvious places.
In October climate scientists described
temperatures as ‘gobsmackingly bananas’.
These extreme events – made more intense,
frequent and deadly by climate change –
suggested the incentive for action would be
high. But how much progress has actually
been made? And what are the prospects
for invigorated global action in the year
ahead? To answer these questions we need
to look back at the failures and successes of
climate action over the past year at dierent
levels of governance. While the likelihood
of meaningful international breakthroughs
remains slim, action from below the state
