Greater Manchester councils given £15m to fund holiday clubs for kids on free school meals

The aim of the HAF programme is to make free places available to children eligible for and in receipt of free school meals for the equivalent of at least four hours a day, four days a week, six weeks a year.

This covers four weeks in the summer and a week’s worth of provision in each of the Easter and Christmas holidays in 2021.
Councils can either charge other children to attend, which most of them are doing, or use existing budgets to fund extra places.
If they can show they are offering the programme 'comprehensively' across the full geographical area and are 'fully meeting demand from free school meal eligible children', the council can seek approval from the Department for Education to use up to 15% of its funding to provide free or subsidised places for children who are not in receipt of benefits-related free school meals, but who are considered as in need of this provision.
This may include children assessed as being in need, looked-after children, children with an education, health and care plan EHC, children assessed as otherwise vulnerable, or children living in areas of high deprivation.
The government is also giving secondary schools across the country £200m to deliver face-to-face summer schools.
This is aimed at supporting their recovery from the pandemic, with schools able to target provision based on pupils' needs.
As well as being used to boost academic work, schools can use it for things like pastoral care, to support mental health.
