socio-economicbackgroundofthe309Probationersselectedin 1966-67,
after awrittencompetitive examination andinterview, bytheUnionPublic
Service ComInission fortheAll-IndiaandCentralServices of theGovern-
ment ofIndia.Thisstudywas conductedwhile these309 "SelectedCandi-
dates"were undergoingpre-service training attheNationalAcademy
of
Administration, Mussoorie.i
The
probationerswere distributed cadre-wise asfollows:IndiaForeign
Service 8,IndianAdministrativeService 126, Indian Police Service 69 and
CentralServices 106.2Thisallocation had beenmade by theu.P.S.C. which
bore two particularfactors in mind:(a)a candidate's totalperformance in the
writtenandoralexaIninations and
(b)
the candidate'sown preference for
various cadres.
Thus
theirsocio-economic backgroundas suchhadnothing
to dowith theprevailingcadre-wise distribution.
The
probationers formed
one homogeneous groupinthat allof themfulfilled theminimumageand
otherqualifications laiddownbytheUPSC andqualified forbeing selected
by the UPSC afteracommon written examination andan oral interview.
However, thesocio-economic datarelatingtothemhasbeenpresented in
termsoftheirrespective cadres because thecadre-wisedifferences, howsoever
marginal and coincidental theymightbe at thetrainingstage, are boundto
persist throughout the probationers' entire career-span, and the information
now presentedcould beused as base-line datafor comparing thebackground
and performanceof these1966/67 probationers at a laterstage in theircareers.
This short study is presentedunder threemain heads:(i) educational
background, (ii) family backgroundand(iii) pre-service work-experience, and
an attempt has been made toanalyse the dataunder each head from the wider
point of view
of
social analysis, forthese key 309 civil servantsarebound to
play a crucial role inthetask
of
national development for the nexttwoor
three decades.
Educational
Background
Out
of
the309 probationers selected in 1966-67 as many as 234 possessed
aMaster's degree, all from Indian Universities. There was no foreign-

who co-operated in this academic venture,

the
conclusions
and/or
recommendations made in thecourseof analysis are those ofthe
author alone.
