HOME Office Schools, or to give them their statutory title,
Reformatory and Industrial Schools, are provided under
the terms of the Children Act for the education and training
of delinquent young persons under the age of sixteen on ad-
mission, and for certain classes of neglected children.
In
the case of young offenders under sixteen, where the
offence or the circumstances which led up to the offence are
more serious than can be met by a fine, the choice of the
Juvenile Court lies mainly between putting the young person
on probation and sending him to one of these residential
schools.
It
is obvious that no rule can be suggested which
could be an invariable guide to Courts in deciding between
these two alternatives, as much must depend on the circum-
stances of the offence, still more on the previous conduct of
the young person, and particularly his home surroundings and
companionship. Many young offenders respond readily
to
the care and advice of a good probation officer, especially if
the home influences are not adverse.
In
some cases, however,
the home influences may be so unsatisfactory that the best
chance for the lad or girl may be found in the facilities pro-
vided by these schools; in other cases it may be right to
try
at any rate in the first instance a period of probation, and if
that fails to have recourse to residential treatment.
It
may,
however, be stated with confidence that where a boy or a girl
is falling into criminal ways, and it is thought, after careful
inquiry into the school record and home surroundings, that a
period of education and training in a school is really required,
the earlier that method is adopted, the better is the chance of
ultimate success. Experience has shown that the application
