1. HIGHLIGHTS OF THE 15TH SPECIAL SESSION AND THE
16TH REGULAR SESSION OF THE UN HUMAN RIGHTS
COUNCIL  INTRODUCTION
is article su mmarises highlig hts of the 15th special session and 16th regular session
of the United Nations Human R ights Council (Council). e 15th special session wa s
held in Genev a on 25 February 2011 and add ressed the situation of human rights in
Libya. e 16th regula r session was held in Geneva from 28 February to 25 March
2011. At the regular session, the Council adopted 40 resolutions, decisions and related
texts. It also adopted an additional 16 country-specic outcome d ecisions following
consideration of the session’s Universal Periodic Review reports.1 For those readers
interested in greater detail of certai n or all aspects of these sessions, please refer to the
footnotes which provide citations to relevant Cou ncil documents.2
e Council is made up of 47 Member States of t he United Nations (UN). Duri ng
the 16th regula r session, the followi ng Member States made up the Council: A ngola,
Argentina, Bahrain, Bangladesh, Belgium, Brazil, Burkina Faso, Cameroon, Chile,
China, Cuba, Djibouti, Ecu ador, France, Gabon, Ghana, Guatema la, Hungary, Japan,
Jordan, Kyrgyzstan, Libya n Arab Jama hiriya, Malaysia, Maldives , Mauritan ia,
Mauritius, Mexico, Nigeria, Norway, Pakistan, Poland, Qatar, Republic of Korea ,
Republic of Moldova, Russian Federation, Saudi Arabia, Senegal, Slovakia, Spain,
Switzerland, ailand, Uganda, Ukra ine, United Ki ngdom, United States, Uruguay
and Zambia. During this period , the ocers of the Council were Ambassador Sihasak
Phuangketkeow of ailand as President; Ambassadors Arcanjo Maria Do Nascimento
