However, the unprecedented rate of ratifications and accessions to the Convention was,
according to the High Commissioner, a heartening sign
of
widespread commitment and
political
will
to promote and protect the rights
of
the child. This special commitment of
the international community required joint and coordinated action from the entire United
Nations system as well as from a variety of organizations and competent bodies that were
working to improve the lot
of
children and ensure the effective realization
of
their rights.
The seventh session of the Committee on the Rights of the Child
will
be held from
26 September to 14 October 1994.

New Officers
of
the Commission
Dr Oscar Lujan Fappiano was elected Chairman
of
the Commission; professor Michael
Reisman has become the First Vice-Chairman and Dr Alvaro Tirado Mejia, Second Vice-
Chairman. The other members
of
the Commission are Dr Leo Valladares Lanza,
Mr
Patrick L. Robinson,
Mr
John S. Donaldson, and
Dr
Claudio Grossman. Also
participating in
part
of
the period were Dr Marco Tulio Bruni Celli and
Mr
Oliver H.
Jackman (who has now become amember of the Inter-American Court
of
HumanRights).
Annual Report
of
the Inter-American Commission on Human Rights 1993
The 1993 Annual Report was presented to the 24th Regular Session of the OAS General
Assembly. During 1993 the Commission made three on site visits: one to Peru (17
through 21 May), another to Haiti (23 through 27 August), and the third to Guatemala
(6 through 10 September). As a result of the visit to Haiti, the Commission prepared a
country report, which follows a report prepared in 1993 (see last NQHR). The visits to
Peru and Guatemala were reported in the same 1993 Annual Report, in Chapter IV on
'Status
of
Human Rights in Several Countries'.
First Case Against Canada (Case 11.092)
For
the first time in the history
of
the Commission, a case against Canada, arecent
member
of
the Organization of American States, is being handled. The 1993 Annual
Report publishes adecision on admissibility. The communication was sent to the
Commission by
Ms
CherylMonica Joseph, a Trinidanian citizen who has resided for five
years with
her
husband and their five children in Canada, on her own behalf and on
behalf of
her
five children. Ms Joseph and her late husband had applied for refugee
status, and this application was rejected by Canada, who issued an expulsion order setting
13 December 1992 as the date on which they had to leave the country. The petitioners
requested the Commission to take precautionary measures under Article 29
of
its
Regulations that she be granted temporary permission to remain in Canada while the case
was being examined, this in order to avoid irreparable damage. Canada agreed to delay
temporarily the removal of Ms Joseph from Canada. Since Canada is not a party to the
American Convention, petitioners alleged violations of Articles XVIII (right to a fair
trial), XXVI (right to due process of law), V (right to protection
of
honor, personal
reputation and private and family life), VI (right to a family and to protection thereot),
and VII (right to protection for mothers and children) of the American Declaration
of
the
