After nearly 25 years’ service with the
International Catholic Migration Commission,
Dr.
Th.
Stark, who became the Secretary General in 1964, retired from this post at the
end
of
January 1977. Coming to the ICMC in 1952, scarcely a year after the creation
of the Commission
in
June 1951, Dr. Stark first of
all
held the post of chief of the In-
formation Department before being appointed Secretary General.
Through his numerous studies and work on migration and population problems,
particularly the juridical aspects and especially the rights of the migrant family, Dr.
Stark has acquired the reputation
of
an expert
in
specialized circles. He was
also
re-
sponsible for the various ICMC’s publications.
As
his successor, Dr. Elisabeth Winkler, an internationally recognized leader in the
field
of
refugee and migration affairs has been appointed.
A
new publication,
ZCMC
Newsletter,
was launched in the beginning of 1977.
ICMC
President, Msgr. Knud Ballin, introduced the first issue which is dedicated to the
thousands of humanitarians who have actively devoted their lives and resources to
their fellowmen in need, without regard to race, religion or political opinions.
