contributions to knowledge production and dissemination, scientific research, breakthrough innovation and,
hence, productivity and growt h (Bosetti et al., 2015; Gagliard i, 2015; Kerr et al., 2016). Indeed, educated indi-

Abstract
This study investig ates innovation as a cause of highly
skilled migration. Drawing on a totally new database that
includes all the Greek PhD holders, combined with panel
data f rom the G lobal Innovation Index covering 57 coun-
tries over the 2009– 2020 period, we find that innovation
constitutes a strong determinant for highly skilled migra-
tion. That is, a rise in innovative per formance is positivel y
associated with an increase in the numbe r of highly skilled
Greek migrants. We further f ind a t wo- way ca usality be-
tween innovation and highly skilled migration. Namely an
increase in the number of high ly skille d Gree k migra nts
positively affects innovative per formance. While most of
the recent studies have comprehensively addresse d the
positive effects of skilled migrati on on innovati on, t hey
have not looked at innovation as a determinant of highly
skilled migration. We further discuss the potential implica-
tions of our findings on countries disp laying low innovative
performance cou pled with brain drain.
