International CALIBER 2005, the
Third International Convention of
INFLIBNET (Information and Library
Network) Centre and twelfth in series
was successfully held at Cochin
University of Science and Technology
(CUSAT), Kochi, Kerala on
2-4 February 2005 (Figure 1). The
theme of the Convention was
``Multilingual Computing and
Information Management in the
Networked Digital Environment.'' The
convention was well attended by more
than 280 library, information and
computer science professionals as
national and international delegates,
invited guest and representatives of the
press-media plus a good number of
Library and Information Science
students. During the convention, three
commercial presentations were
arranged from the Cambridge
University Press, Elsevier and
Informatics Private Limited. A good
number of publishers and subscription
agents also turned out to exhibit their
products at EMS Memorial Town Hall.
The inaugural session of the
Convention started with an invocation
by the staff of the CUSAT. Post
invocation session started with
welcome address by Dr A
Ramachandran, the Registrar of
CUSAT and introductory address by Dr
T.A.V. Murthy, director, INFLIBNET
Centre. Dr Murthy explained the
mission of the INFLIBNET Centre and
shared the vision of the UGC-Infonet
programme. He stated that CALIBER
has been providing the regular platform
to the library, information and
computer science professionals
including teachers and students for
sharing and exchanging the ideas and
newer experiences among themselves.
Dr Murthy also stated that INFLIBNET
today is fortunate in commanding
highest respect, recognition and
goodwill from academics, government
personnel both inside and outside of
India.
Dr S. Ramani, chairman,
INFLIBNET Governing Board
expressed in his address that India's
emerging digital economy is a major
driving force of our nation, and that
everyone should have critical
information tools and skills for
continuing development. Dr P. Prakash,
joint secretary, UGC told about the
success of UGC-Infonet and E-journal
initiatives that would be visible if the
changes are happening at a grass roots
level of education and research.
Professor P.K. Abdul Aziz, vice
chancellor of CUSAT lauded the role of
libraries for their services to humanity
during his presidential address.
Professor Aziz expressed his happiness
on organizing such a convention on a
very important topic that relates to the
adoption of new technologies in
libraries. He also emphasized the
current need for digitizing traditional
and regional knowledge of the country.
Mr E. Ahmed, Honorable Union
Minister of State for External Affairs,
Government of India inaugurated the
convention. In that address, he stated
the great need for digitizing library
resources in universities for better
educational opportunities and research.
The minister urged the academicians
for using IT to improve and promote
communication and information
services throughout the country. He felt
it very important while taking into
consideration the diverse patterns of the
country and said: ``IT will facilitate
global connectivity and bring all its
users to the national mainstream.'' He
ended by presenting the conference
proceedings and CUSAT Syndicate
member, Mr. Lopuz Mathew released
the Souvenir of the Convention.
The Convention theme
``Multilingual Computing and
Information Management in Networked
Digital Environment'' was divided into
five technical sessions under four sub-
themes:
(1) Multilingual Computing and Nat-
ural Language Proceeding.
(2) Content and Information Manage-
ment.
(3) Digital Information Processing.
(4) Interoperability.
(5) Digital Libraries and Services.
The proceedings contain 86 fulltext
papers and ten abstracts in a volume of
751 pages. Dr Edward Proctor,
electronic resource librarian and
associate professor, Southwest
Missouri State University, USA,
delivered the keynote address. Dr
Proctor dealt with the idea that
multilingual computing can bridge the
logistic digital divide. He put forward
the view that both student and faculty
need to be taught the basic principles of
Boolean logic and the benefits of using
``and'', ``or'' and ``not''. Dr Proctor
asserted that since the internet is
constantly changing, we must teach
students that they must be taught to
critically evaluate internet sources to
distinguish good, reliable sources, from
poor ones containing wrong
information.
Technical session 1
The first session of the convention
was devoted to the sub-theme ``Content
and Information Management,'' and
included the presentation of 16 papers.
Dr Vasudev Varma, senior lecturer at
Indian Institute of Technology,
Hyderabad delivered the invited theme
paper talk on ``Technology enablers for
building content management
