Abstract
This study contrib utes to the existing literature on the un-
intended effects of migration management programmes
beyond migration. By co mbining a structured literatu re re-
view with fiftee n in- depth interviews with d iplomats, con-
sultants, and re searchers – all involved with the European
Union Emergency Trust Fund for Af rica (EUTF), the lar g-
est migration mana gement programme since 2 015 – this
study examines w hy policymakers do not a lways learn
from unintended ef fects. The pa per identifies four u nin-
tended effects: increased border guard violence; increased
organized crime of smug glers and undermined livelihoods;
exacerbation of poor gover nance in recipient countr ies;
and legitimation of govern ments with limited leg itimacy.
While officials invol ved in the EUTF recognize the occ ur-
rence of these unintend ed effects, the EUTF insuff iciently
addresses thes e effects. This study analys es the technical,
institutional, a nd ideological limits to learning t hat prevent
migration manageme nt instruments such as the EUTF fr om
effectively mitigating unintended effects.
