EUROSTAR INTERNATIONAL LIMITED’S PROPOSED FUTURE USE OF
AVAILABLE CAPACITY AT TEMPLE MILLS INTERNATIONAL DEPOT
1. As set out in our letter of 5 June 2025, we are now writing to invite a reply from
Eurostar International Limited (Eurostar). This follows the publication on the Office
of Rail and Road’s (ORR) website of the further information, clarification and
representations regarding the use of capacity at Temple Mills International depot
(TMI) submitted by each of the applicants and by Eurostar.
2. The purpose of this step in the process is to allow Eurostar to provide comments
on the submissions from Evolyn, from VTE Holdings Limited, from Gemini Trains
and from Trenitalia France. These will be considered as part of ORR’s
assessment. Similarly, Evolyn, VTE Holdings Limited, Gemini Trains and
Trenitalia France will be invited to comment on the submission of Eurostar.
3. Evolyn, VTE Holdings Limited, Gemini Trains and Trenitalia France have provided
further information regarding their applications for directions for access to TMI.
ORR is now inviting Eurostar to reply to these submissions, details of which can
be accessed using the links below.

4. ORR also invited representations from interested persons/parties with a wider
interest and received replies from the Department for Transport and from Kent
