EVOLYN’S APPLICATION FOR DIRECTIONS UNDER SECTION 17 OF THE
RAILWAYS ACT 1993 FOR ACCESS TO TEMPLE MILLS INTERNATIONAL DEPOT
1. As set out in our letter of 5 June 2025, we are now writing to invite a reply from
Evolyn. This follows the publication on the Office of Rail and Road’s (ORR) website
of the further information, clarification and representations regarding the use of
capacity at Temple Mills International depot (TMI) submitted by each of the
applicants and by Eurostar International Limited (Eurostar).
2. The purpose of this step in the process is to allow Evolyn and the other
applicants to provide comments on Eurostar’s submission and these will be
considered as part of ORR’s assessment. Similarly, Eurostar will be invited to
comment on the submission of each applicant.
3. It is a matter for each applicant if they wish to comment on submissions from the
other applicants. However, this is not part of ORR’s assessment process and ORR
is not inviting such comments.
4. Eurostar has provided information regarding its planned future use of the available
capacity at TMI. ORR is now inviting Evolyn to reply to Eurostar’s submission,
details of which can be accessed using the link below.

5. ORR also invited representations from interested persons/parties with a wider
interest and received replies from the Department for Transport and from Kent
