The Secretary of State, in exercise of the powers conferred on him by sections 2(9) and 15(5) of the Local Government Act 19881, and of all other powers enabling him in that behalf, hereby makes the following Order:

S-1 This Order may be cited as the Local Government Act 1988...

1.—(1) This Order may be cited as the Local Government Act 1988 (Defined Activities) (Exemption) (Tower Hamlets London Borough Council) Order 1994 and shall come into force on 21st September 1994.

(2) In this Order “the Borough” means the Council of the London Borough of Tower Hamlets.

S-2 The collection of refuse by the Borough shall not be treated as...

2. The collection of refuse by the Borough shall not be treated as a defined activity so long as it is carried out in their area (other than in the wards of St Peter's, Spitalfields or Weavers) before 1st September 1995.

S-3 Cleaning of buildings by the Borough shall not be treated as a...

3. Cleaning of buildings by the Borough shall not be treated as a defined activity so long as it consists of the cleaning of the interior of any building or part of a building listed in the Schedule to this Order, or the interior or exterior of the windows of any such building, and is carried out before 1st September 1995.

S-4 Cleaning by the Borough shall not be treated as a defined...

4.—(1) Cleaning by the Borough shall not be treated as a defined activity so long as it consists of–

(a)

(a) the removal of litter from any land, the emptying of litter bins or the cleaning of any street within any of the wards of the Borough other than St Peter's, Spitalfields or Weavers, or

(b)

(b) the emptying of gullies or the cleaning of traffic signs and street name plates within any of the wards of Bow, Grove or Park,and is carried out before 1st September 1995.

(2) In paragraph (1)(a) “removal of litter” does not include removal of litter on land provided in connection with housing accommodation provided by the Borough under Part II of the Housing Act 19852.
