Approval of the 14th supplemental agreement to the track access
contract (TAC) between Network Rail Infrastructure Limited and
Merseyrail Electrics 2002 Limited dated 1 April 2019
We have today approved the above supplemental agreement submitted to us formally on
20 November 2023 under section 22 of the Railways Act 1993 (the Act). This follows an
earlier informal submission of a draft agreement for our consideration. This letter explains
the reasons for our decision.
Purpose
The purpose of this agreement is to amend Table 2.1 of Schedule 5 of Merseyrail’s TAC to
include eight additional services which are currently running without the corresponding
rights. This entails a number of services between Southport and Liverpool Central, and
Hooton and Liverpool Central. The amendment will become effective from the date of ORR
approval.
Industry consultation
Network Rail undertook the usual industry consultation. No concerns were raised.
