REASONS
Introduction
1. Mr Younas is a trainee driving instructor who was granted trainee licences under section
129 of the Road Traffic Act 1988 (the “Act”), for two six-month periods from 14 October
2024 to 13 October 2025. He was refused a third trainee licence by a decision of the
Registrar of Approved Driving Instructors (‘the Registrar’) made on 11 November 2025. Mr
Younas now appeals that decision.
2. The parties have agreed to a paper determination of the appeal. The Tribunal is satisfied that
it can properly determine the issues without a hearing within rule 32(1)(b) of the Tribunal
Procedure (First-tier Tribunal) (General Regulatory Chamber) Rules 2009 (as amended).
