EDITORIAL
A new era for Public Administration
The March 2021 issue of Public Administration ushers in a new era for the journal. Not only is there a new editorial
team at the helm, but we bring with us new ideas and initiatives for the journal. Public Administration was launched
in 1922 by the Institute for Public Administration in the United Kingdom (Nottage & Stack, 1972). When the first
issue was published the following year, it did so under the Journal of Public Administration banner. The focus of the
early issues was as much on the news of the field as it was on publishing research. At the heart of what it published
was a single aim of “the efficiency of public service, and the efficiency of public servants”(Institute of Public
Administration, 1923, p. 3). Much has changed in the nearly 100 years since the first issue was released, but the one
mainstay is that Public Administration will continue to remain dedicated to the publishing of research that improves
the efficiency and effectiveness of public service organizations.
The editorial team remains dedicated to the journal's aim as established nearly a century ago, but changes are
coming. However, we believe that these changes will place the journal at the forefront of research in the field and
position us to help lead the journal into the future. As a discipline, public administration is a community of scholars
worldwide, representing all races, religions, and gender identities. The biggest challenges we face as a society are not
just the challenges of one group but rather collective challenges to the world. As an editorial team, we believe that
diversity is essential to knowledge. When that knowledge is inclusive, it reflects the field of public administration's
greatest hope for solving the problems we face. And we believe that our field is best served when our journals reflect
the diversity that is public administration.
As this editorial goes to print, we are finalizing a diversity, equity, and inclusion statement to guide our actions
as a journal. The statement lays out our commitment to research and welcomes all public administration scholars to
engage with the journal. It also lays out our expectations for guest editors and reviewers to practice the same com-
mitment to diversity. The statement is being created with feedback from both the editorial team and board but also
outside members of the discipline.
Even though the diversity, equity, and inclusion statement is still being finalized, we have already begun to cre-
ate a positive and welcoming environment for the journal. To embrace the field's diversity, the journal needs to have
diversity in its leadership. As editor, I am committed to maintaining both an editorial team and an editorial board that
reflects the journal's international community. This ensures that the journal not only represents those engaged within
the field but that it is also well suited to charge new paths with the next generation of scholarship. We also intend to
take active steps toward increasing the accessibility of the research within the journal. While English remains the pri-
mary language of scholarship, and will continue to do so within the journal, we are excited to welcome the inclusion
of a secondary abstract in other languages. The publication of research is vital for a scholar's career, but it is also crit-
ical for communities that have invested in that scholar. By welcoming the inclusion of an abstract in an author's
native language, we hope broadened access to research amplifies the work and increases overall impact.
As part of our new initiatives, we have also implemented a mentorship program. The program will help provide
guidance and feedback on research for scholars from countries that have been historically underrepresented in the
public administration literature. Differences in statistical training, fluency of language, and access to the latest
research can be barriers to publishing for many scholars. Yet these scholars have voices, and their research deserves
to be heard, and we are excited to help where we can. We are also excited to include both doctoral students and
candidates and early-career, pretenure faculty in the mentorship program. For new scholars, publishing research can
be a daunting task, and we are excited to assist these scholars and elevate their voices. Our goal is to establish a
