Adult citizens in Northern Ireland are to be offered non-reusable plastic debit cards.

Authorities are issuing 1.4 million cards, which can be used to spend GBP100. After the amount is spent, customers will not be able to use the card. EML Payments, along with MasterCard, has won a GBP140m contract from the Department for the Economy in Northern Ireland to issue the card. Every person above 18 will be offered the card.

The GBP100 cannot be spent anywhere...
