1986,
the

funded
a
six
month
pilot
scheme
to
investigate
the
possibility
of
establishing
a Pub 1 i c
Sector
Strategy
Network
in
the
West
of
Eng 1
and,
based
on
the
Centre
for
Enterprise
Pol
icy
Studies
at
the
University
of
Bath.
Having
examined
the
West
Country
Network,
the
Department
of
Economi
cs
&
Government
and
the
Local
Authority
Management
Unit
at
Newcastle-upon-Tyne
Polytechnic,
working
in
collaboration
with
the
Foundation,
have
established
a
similar
Network
in
the
North-East
of
England
based
at
the
Polytechnic
but
also
potentially
involving
other
academic
institutions
in
the
Region,
in
an
attempt
to
assist
public
sector
organisations
to
deal
with
the
problems
facing
them
and
improve
their
future
prospects.
The
Network
Pilot
Study
commenced
in
the
Autumn
of
1987
and
has
been
led
by a
Steering
Group
consisting
of
the
authors,
together
with
the
Network
Administrator,
Judith
Phillips,
to
whom we
are
indebted
for
her
diligent
and
creative
contr
i
but
i
on
to
our
work.
In
Novembe r
1987
a
11
pub
1 i c
service
organisations
in
the
Region
were
invited
to
participate
and
seventeen
agreed
to
do
so.
Objectives
The
Network
is
concerned
wi
th
two
themes:
INFORMATION
and
RESEARCH.
We
a 1

hope
and
expect
that
the
ex
i
stence
and
work
of
the
Network
will
ass
i
st
in
the
deve
1
opment
of
the
Polytechnic's
training
programmes
for
the
staff
of
public
sector
organisations
in
the
North-East.
Within
these
themes,
the
specific
objectives
are:
1.
To
enable
practitioners
to
share
their
experience
and
knowledge
with
one
another
in
an
environment
conducive
to
frank
discussion
and
uninhibited
communication;
