to
recent books on Federations, mostly concerned with constitutional
and
political aspects, now comes a new-look approach by R. J.
May,
who
with
apersonal
banking background, has
produced
aremarkably comprehensive
and
readable
study
of the fiscal aspect of Federations.
The
net has
been
cast wide:
Europe,
the
Americas,
West
and Central Africa, Asia and the Caribbean all receive scrutiny.
The
author
emphasises the individuality of the Federations concerned and the difficulty in making
any generalizations or
attempting
to
sketch amodel Federation. As he concludes
"
...
financial arrangements in a federal system are an
inherent
part
of
the
system as a
whole. If, on the one
hand,
the political environment is
not
consistent
with
the
main-
tenance of federal government
then
it will be impossible to formulate :l viable system of
financial relations; if, on the
other
hand,
financial arrangements exhibit centralist
tendencies
without
accompanying political instability this is not a fault
of
the
system of
revenue allocation
but
rather an indication
that
the
nation has achieved acloser inte-
gration".

and
concluding

the
Public
Service,
Public
Finance
and
Local
Government
help to give a well balanced overall
picture
of
the
existing systems of government.
Messrs. Kcay
and
Thomas
have provided auseful
students'
text-book on the
machin-
ery of government in Nigeria, with chapters as well on
other
parts of anglo and franco-
phone
West Africa.

and
modestly priced
Handbook
to the
Commonwealth
contains awealth of information covering all commonwealth countries -
independent,
dependant
and
associated. Resides the useful data usually
included
about
individual
countries,
there
arc inter alia sections dealing with constitutional developments.
diplomatic representation (including names
and
addresses),
the
Commonwealth
Secretariat, regional organizations, Commonwealth societies,
trade
and
other
statistics.

Professor Schwarzcnbcrger now adds to the list of his notable works on International
