The Parliamentary Constituencies (Northern Ireland) Order 1995

Coming into force in accordance with article 1(2)

At the Court at Buckingham Palace, the 23rd day of November 1995

The Queen’s Most Excellent Majesty in Council

Whereas in pursuance of section 3(1) of the Parliamentary Constituencies Act 19861and section 28(2) of the Northern Ireland Constitution Act 19732, the Boundary Commission for Northern Ireland have submitted to the Secretary of State a report dated 20th June 1995 showing the constituencies into which they recommend, in accordance with that Act, that Northern Ireland should be divided, together with a supplementary report showing the number of members that they recommend should be returned to the Northern Ireland Assembly for each of those constituencies;

And whereas the Secretary of State has laid the report and supplementary report before Parliament together with the draft of this Order in Council to give effect, without modifications, to the recommendations contained in the report and supplementary report and each House of Parliament has by resolution approved the said draft;

Now, therefore, Her Majesty, in pursuance of section 4 of the Parliamentary Constituencies Act 1986 (as enacted and as applied by section 28(4) of the Northern Ireland Constitution Act 19733) and section 28(5) of the Northern Ireland Constitution Act 19734, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:

S-1 This Order may be cited as the Parliamentary Constituencies...

1.—(1) This Order may be cited as the Parliamentary Constituencies (Northern Ireland) Order 1995.

(2) Subject to section 4(6) of the Parliamentary Constituencies Act 1986 and section 28(6) of the Northern Ireland Constitution Act 19735, this Order shall come into force on the fourteenth day after the day on which it is made.

S-2 For all the constituencies in Northern Ireland there shall be...

2.—(1) For all the constituencies in Northern Ireland there shall be substituted the constituencies which—

(a)

(a) are named in the left-hand column of the Schedule to this Order;

(b)

(b) are designated in that column as either county constituencies or borough constituencies; and

(c)

(c) comprise the areas set out in the right-hand column of that Schedule.

(2) The areas set out in the right-hand column of the Schedule to this Order are local government areas as they existed on 1st June 1994.

S-3 Section 1(1) of the Northern Ireland Assembly Act 1973 shall...

3.—(1) Section 1(1) of the Northern Ireland Assembly Act 19736shall be amended by the substitution of the words “90 members” for the words “85 members”.

(2) For the Schedule to the Northern Ireland Assembly Act 19737, there shall be substituted the following Schedule:

4. The Chief Electoral Officer for Northern Ireland shall make such re-arrangement or adaptation of the register of parliamentary electors as may be necessary to give effect to this Order.

(i) The following wards of the local government district of Belfast, namely, Ballyhackamore, Ballymacarrett, Belmont, Bloomfield, Cherryvalley, Island, Knock, Orangefield, Stormont, Sydenham and The Mount; and

(ii) the following wards of the local government district of Castlereagh, namely, Cregagh, Downshire, Gilnahirk, Hillfoot, Lisnasharragh, Lower Braniel, Tullycarnet, Upper Braniel and Wynchurch.

Belfast North (borough constituency)

(i) The following wards of the local government district of Belfast, namely, Ardoyne, Ballysillan, Bellevue, Castleview, Cavehill, Chichester Park, Cliftonville, Crumlin, Duncairn, Fortwilliam, Legoniel, New Lodge, Water Works and Woodvale; and

(ii) the following wards of the local government district of Newtownabbey, namely, Abbey, Coole, Dunanney, Valley and Whitehouse.

Belfast South (borough constituency)

(i) The following wards of the local government district of Belfast, namely, Ballynafeigh, Blackstaff, Botanic, Finaghy, Malone, Musgrave, Ravenhill, Rosetta, Shaftesbury, Stranmillis, Upper Malone, Windsor and Woodstock; and

(ii) the following wards of the local government district of Castlereagh, namely, Beechill, Cairnshill, Galwally, Knockbracken, Minnowburn and Newtownbreda.

Belfast West (borough constituency)

(i) The following wards of the local government district of Belfast, namely, Andersonstown, Beechmount, Clonard, Falls, Falls Park, Glencairn, Glencolin, Glen Road, Highfield, Ladybrook, Shankill, Upper Springfield and Whiterock; and

(ii) the following wards of the local government district of Lisburn, namely, Collin Glen, Kilwee, Poleglass and Twinbrook.

East Antrim (county constituency)

(i) The local government district of Larne;

(ii) the local government district of Carrickfergus; and

(iii) the following wards of the local government district of Newtownabbey, namely, Cloughfern, Jordanstown, Monkstown and Rostulla.
