Pollution probe
in
the
global
village
Although
not
the
first
international
organization
to
be
involved
in
maritime
affairs,
the
Inter-Governmental
Maritime
Consul-
tative
Organization
(IMco),
a
United
Nations
specialized
agency
located
in
London,
is
the
first
global
organization
to
centralize
within
one
body
all the various
aspects
of
the
shipping
industry,
including
its
personnel.
The
structure
of
IMCO
was set
down
as
follows:
'The
Organization
shall
consist of
an
Assembly,
a
Coun-
cil,
a
Maritime
Safety
Committee,
and
such
subsidiary
organs
as
the
Organization
may
at
any
time consider
necessary;
and
a
Secretariat."
These
bodies
follow
the
'conciliar'
pattern, but
with
the
addition
of
a
Maritime
Safety
Committee
(Msc).
In
a
conciliar
pattern,
the
assembly
is
the
final
authority;
the
council
is
elected
by
the
assembly
from
its
own
membership
to
supervise the
day-
to-day
operations
of
the
organization;
the
secretariat
administers
the
affairs
of
the organization.
The
addition
of
the
MSC,
another
body elected by the
Assembly
from
its
own
membership,
to
this
general
pattern
means
that,
in
iMco,
the
Msc
deals
with
the
tech-
nical
matters
of the
organization and
the
Council
with
all
other
matters.
(However,
the
Msc
must
still
report
to
the
Assembly
through
the Council
and
is
thus
considered
subordinate
to
the
latter.)
The
IMCO
Assembly,
then,
is
the
equivalent of
the
western
parliament
in
that
the member-governments,
representing
diverse
interests,
meet
there
to
discuss
issues,
set
policy,
and
resolve
prob-
