Quality Assessment (QA)
is
the process
of
external evaluation
of
the actual provision
of
education within Higher Education institutions which,
in
Scotland,
is
the
responsibility
of
the Scottish Higher Education Funding Council (SHEFC).
The general purposes
of
QA as defined by SHEFC are to provide a basis for advice
to the Council on the quality
of
educational provision in higher education institutions
funded by SHEFC; to produce reports which identify strengths and weaknesses,
promote good practice and stimulate improvement; to monitor trends
in
the quality
of
provision relative to resources and the implementation
of
recommendations in earlier
reports; to inform students and employees
of
the quality
of
provision, thereby
promoting competition and choice; to promote quality through innovations and
developments in curriculum, teaching
and·
assessment.

Scotland
is
the outcome

a
consultation exercise which resulted in a Consultation Paper issued by SHEFC
in
1992,
and decisions based on the experiences
of
the Pilot Programme
of
QA which took
place between January and March 1992.
The key characteristics
of
the QA method are five requirements/activities. First, the
process
is
founded on self-assessment. Both the self-assessment process and the
subsequent external assessment process use the SHEFC Quality Framework which
is
set out
in
SHEFC document QA2.
The Framework outlines eleven 'aspects' with
63
sub-divisions. Initially there were
a mere
58
sub-divisions. 'Aspects' are:
