This is the claimant's application for permission to appeal the order made by Ouseley J on 29 July 2005 when he was sitting in the Administrative Court. By his order, Ouseley J dismissed the claimant's claim for judicial review of the decisions made by a prison governor in late October 2004. The governor of Her Majesty's Prison in Bristol had re-categorised the claimant as a category B prisoner instead of a category C prisoner, and had refused to allow him continuing access to his own personal computer.
The claimant is serving a discretionary life sentence imposed on 12 September 1997 for two counts of rape. The claimant, who acts in person, filed his appellant's notice with the Civil Appeal Office on 10 August 2005. He was advised of the need to provide a set of bundles in support of his application and was granted a series of extensions of time to enable him so to do. On 4 November Messrs Birchall Blackburn wrote to the Civil Appeals Office indicating that they were applying for a certificate of public funding on the claimant's behalf and seeking further time.
